Russian smartphone users will confer rights cops
The Ministry of the interior on behalf of the President has prepared a draft law “On amendments to the Russian Code of administrative offences”, according to which all smartphone users partially vested rights of the employees of the road traffic police. For example, administrative penalties for some traffic violations can be imposed without a Protocol, if they were taken by citizens of the Russian Federation to the device with the function of video recording and specialized software.
At the moment the police spend a lot of time and resources on proof of the offence. If the information about it provided a witness, he is summoned to testify, then the establishment of the alleged deviant, and his subsequent call for a survey, finding additional witnesses, and so forth. And all this to be done within two months from the date of the incident.
Proposed by the Ministry of internal Affairs of Russia the bill provides for the issuance of orders to impose administrative penalties for certain violations of the traffic rules without a Protocol in case of their fixing by the citizens registered on the portal of state services.
At the moment the bill remains a lot of questions. For example, all smartphones are suitable as equipment to commit offences? What program do I need to install? And, most importantly, will the system eventually work?
